Carlos has closed over four billion dollars of financing transactions, involving assets located throughout the United States. His practice involves drafting loan documents, reviewing due diligence, and negotiating on behalf of lenders and issuers.
In 2022, Carlos was seconded to Fannie Mae’s multifamily legal team, where he handled a number of environmental, structuring and regulatory issues associated with the DUS loan program.
In addition to finance work, Carlos also represents clients in pro bono matters involving removal proceedings, U-Visa applications, and other complex immigration issues.
Client Work
Representative matters include:
- Represented the Federal Reserve Bank of New York in connection with the Municipal Liquidity Facility.
- Represented a municipal issuer in connection with a general airport revenue bond financing.
- Represented Fannie Mae in connection with the financing of a $760 million portfolio of affordable housing properties.
- Represented Fannie Mae in connection with a $580 million financing of multifamily properties located in different states.
- Represented Fannie Mae in connection with various financings of over eighty manufactured housing properties.
- Represented a nonprofit organization in connection with federal grants used for small business lending.
