Judah Prero counsels clients on chemical regulatory matters before legislators, regulators, and government agencies, with a focus on chemical management laws and regulations administered by the Environmental Protection Agency, Consumer Product Safety Commission, and Department of Homeland Security. He advises companies on compliance issues involving TSCA, FIFRA, commercial and consumer-use chemicals, pesticides, antimicrobials, and the safe and secure use, handling, transport, and storage of regulated materials.
Judah also works with product manufacturers and retailers navigating federal and state restrictions on substances such as PFAS and flame retardants. He brings a practical understanding of regulatory advocacy and compliance strategy, drawing on experience representing industry in major chemical regulatory initiatives and advising on environmental, health, and safety matters.
Previous Work
Prior to joining ArentFox Schiff, Judah served as Assistant General Counsel at the American Chemistry Council, where he was the lead attorney representing industry in the drafting and negotiation of the Frank R. Lautenberg Chemical Safety for the 21st Century Act, which substantively amended TSCA for the first time in nearly four decades. He also served for nearly a decade as Assistant Counsel with the New York City Department of Environmental Protection, advising on New York State environmental, health, and safety compliance matters, including air permitting, stormwater management, CEQR/SEQRA, the NYS SPDES program, advocacy before NYSDEC, and compliance counseling on New York’s Hydrofluorocarbon Standards and Reporting Rule.
