At ArentFox Schiff, Laura works with a variety of clients with particular interest in the tax, health care, and higher education arenas.
In the tax and higher education sectors, Laura has represented a variety of clients including a consortium of colleges. During this 114th Congress (2015-2016), Laura worked successfully for the inclusion of a provision addressing the tax treatment of credit and payments to students at the nation’s seven current Work Colleges in the omnibus tax and spending package approved by Congress and the President in December 2015 (PL 114-113).
Additionally, in the omnibus bill, she successfully worked for the inclusion of report language in the Labor Health and Human Services (LHHS) appropriations for two clients.

Previous Work
Before joining ArentFox Schiff, Laura worked in government affairs at the American Council on Education (ACE),the nation’s largest higher education organization. During her time there she coordinated the higher education community response to tax proposals and revenue provisions before the House Ways and Means Committee and Senate Finance Committee. Additionally, she advocated for the higher education community’s position on the Hill, with the Administration and among the larger nonprofit community.
Previously, Laura worked for seven years for US Representative Philip English, a member of the Ways and Means Committee. As his legislative director, Laura worked on a wide variety of issues relating to the Ways and Means Committee with a focus on tax, health, Social Security as well as education issues. Laura worked extensively on issues impacting the Pennsylvania delegation–specifically Medicaid DSH payments to hospitals, tax incentives for higher education included in the 2001 tax legislation, and economic growth in the region.
