Rebecca focuses on regulatory compliance and complex litigation matters, primarily in the biotechnology and agricultural technology space.

Rebecca has specific experience in regulatory counseling and litigation on matters arising under the Administrative Procedure Act, the National Environmental Policy Act (NEPA), the Endangered Species Act (ESA), the Federal Food, Drug, and Cosmetic Act (FFDCA), the Plant Protection Act (PPA), and the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA). She has also been involved in litigation in a wide range of subjects, including First Amendment and defamation, health care reimbursement (particularly issues arising under ERISA and the Medicare Secondary Payer Act), and government investigations under the False Claims Act. In addition, Rebecca has experience representing clients in the fashion and luxury goods industry.

Previous Work

Prior to joining ArentFox Schiff, Rebecca clerked for Chief Judge Mary Ellen Barbera of the Maryland Court of Appeals. After graduation from law school, she clerked for Judge Michael D. Mason of the Circuit Court for Montgomery County, Maryland. She was also a judicial intern for Judge Gerald Bruce Lee of the United States District Court for the Eastern District of Virginia. Before that Rebecca was a legal intern in the Antitrust Division of the Maryland Office of the Attorney General.
