Diana has a broad-based international trade practice with a focus on trade litigation and international dispute settlement litigation.

Client Work

Diana provides advice to corporations and foreign governments on trade law and policy, litigation, and administrative proceedings. She represents and advises clients in trade remedy cases in the United States, such as antidumping and countervailing duty proceedings, anti-circumvention proceedings, global safeguard actions under Section 201, national security measures under Section 232, as well as Section 337 proceedings. 

An increasing number of goods that are key for the renewable energy sector in the US are subject to increased tariffs under multiple trade laws. Diana works with clients to survey and assess the impact of US trade policy actions for governments, importers, exporters, and other stakeholders.  She regularly appears before the US Department of Commerce and the US International Trade Commission. She is well versed in the various exclusion processes under global safeguard and other trade measures and successfully assisted clients obtain exclusions for their products. She also advises clients in matters before US Customs and Border Protection, including prior disclosures, protests, ruling requests, penalty and other enforcement actions.

Diana has litigated international trade disputes before the US Court of International Trade, the US Court of Appeals for the Federal Circuit, and binational panels convened under Chapter 10 of the United States-Mexico-Canada Agreement (and previously under Chapter 19 of the North American Free Trade Agreement). She has represented leading multinational producers and US importers in various industries including solar cells and modules, softwood lumber, fabricated steel, pipe and tube products, chemical products, composite materials, packaging, and food products.  

As part of her international dispute settlement practice, Diana provides counseling on bilateral and multilateral free trade agreements, including dispute settlement proceedings at the World Trade Organization (WTO). She has represented clients in litigation before the WTO in Geneva.

She is proud to have been recognized by Legal500 in 2015, 2017, and 2018 as a recommended attorney for her expertise in trade remedy proceedings and international trade litigation. Diana is recognized in the 2023 and 2024 edition of Best Lawyers in the area of International Trade.

Previous Work

Prior to joining ArentFox Schiff, Diana was part of the International Trade team at another prominent international law firm. Diana’s academic training in both common law and civil law is complemented by professional experiences abroad. Earlier in her career, Diana’s collaborative efforts with the Romanian authorities and the Embassy of Romania in Washington, DC have contributed to the successful revocation of Romania’s non-market economy status by the US Department of Commerce. Her experience in Italy consisted in counseling Italian companies in the software industry on software licensing and investment in the US.

Diana is a member of the American Bar Association (ABA), Section of International Law and Practice, the ITC Trial Lawyers’ Association, and the New York State Bar Association.
