Kim Quoted on CBP Guidance in Section 232 Tariffs Dispute

Partner James Kim was quoted in POLITICO’s Morning Trade on a new legal challenge to the Trump Administration’s 50% steel and aluminum tariffs, and how US Customs and Border Protection (CBP) is applying those duties to downstream products.

James said that he had “never seen a guidance document like the one the Base Metals CEE has issued here” that materially alters duty liability “without notice-and-comment rulemaking or formal modification of prior guidance.”
